Mr. Yang Fu pointed out in his speech that Chinese Government has always attached great importance to coal mine safety, and gas prevention and control is the top priority in coal mine safety and the key to prevent and contain the major and serous accidents occurred in coal mines. In recent years, the State Administration of Work Safety and the State Administration of Coal Mine Safety has further strengthened the gas prevention and control in coal mines, continued to improve the institutions and mechanism, intensified policy guidance, increased safety input, upgraded the science and technology level and restricted the monitoring and supervision, therefore, the gas prevention and control has made remarkable achievements. He emphasized to enforce strict criteria of access, intensify the process control, improve the finance and taxation policies and rely on the science and technology advantages, establish the long-term working system for gas control and prevention, and essentially improve the capacity of gas control and prevention. He sincerely welcomed government agencies, international institutions and businesses to work with partners in China and make greater contribution towards development of CBM/CMM, the improvement of coal mine safety and the protection of the global environment.
